73 Percent Have Improper Child Seats

Child safety seats are a precaution that can save a young person’s life in a car crash.  Installing the correct child safety seat for your child and in the proper manner is vitally important to insure your child’s safety while traveling in your vehicle.

Jordan Bennett with the Orange Fire Department said almost three out of four car seats are not installed correctly or are the wrong size for the child in them.  In fact in Texas according to Bennett 73 percent of protective child car seats are not safe for the child in them.  Local communities provide car seat checkup events for the instruction of parents to make sure their kids are safe.

Bennett has served three years with the fire department.  He recently took a four day class of 32 hours in Beaumont to become certified in checking children’s car safety seats.  There were three days of classroom, book learning, and practice of installing car seats of all kinds.  On the fourth day a checkup event was held for the students with an instructor observing to inspect the car seats for residents in Beaumont that they had the right ones installed properly.  Bennett stated, “The motto was to make sure they leave safer than they showed up.”

Previously, there were no certified inspectors of children’s safety seats in Orange County.  Following the training attended by Bennett, there are now six certified inspectors and five of them are with the Orange Fire Department.  Bennett added they plan to hold a child safety seat checkup in Orange this summer hopefully before school starts up at the beginning of August.

SRA opens more gates Sunday

Sunday night the Sabine River Authority opened more gates at Toledo Bend dam to increase the water coming through the spillway down river. Currently seven gates are open one foot and two gates are open at two feet for 11,144 cubic feet of water per second.  With the generator, a total of 18,099 cubic feet per second is being released. The lake level Sunday night was at 172.59 feet. The lake is full at 172 feet.

At Deweyville Monday afternoon, the Sabine River was cresting at slightly more than 25 feet, which is considered minor flooding.

The gauge on Cow Bayou near Mauriceville is past the flood level. The bayou there Monday afternoon was at 20.25 feet. Flood level is 17 feet.

No gauges are set on Adams Bayou, but the bayou in the Orange area has been out of its banks. River flooding is not expected in Orange

The Sabine River Authority rain gauge on Pier Road near downtown Orange shows six inches of rain fell in Orange between Wednesday night and Saturday. Two inches fell on Saturday. No rain was recorded at the gauge Sunday.

OC Health Inspections

During the latter part of May, Orange County Health Inspector James Scales went to 22 food service businesses and gave out four perfect scores. Most of the scores were in the 90s and three were in the 80s. Two businesses tied for the lowest score with 85. They were the Exxon Food Mart on Interstate 10 West and Church’s Chicken on Interstate 10 East. The Exxon Food Mart had a sign next to the toilet instructing people to put used toilet paper in the trash can instead of flushing it. Scales said he ordered the sign to be immediately removed.
The perfect scores went to the Star and Crescent Moon Cafe in Shangri La Gardens, Traditions Daycare on Highway 62 in Orange, Fresh Prep on West Roundbunch Road in Bridge City, and Family Dollar on North Main Street in Vidor.
Scales also made pre-opening inspections with no scores for Bobcat Snowcone Stand on FM 105 in Orangefield and Yahweh’s Buffet on Highway 12 in Mauriceville.
Scores and demerits are:
Pilot Travel Center, 2205 Highway 62 in Orange: 99. Floors inside the walk-in cooler needed to be cleaned of old food and trash.
Texas Country Store, 1805 Texas Avenue in Bridge City: 99. Ceiling tiles were damaged. Dust build-up was on all air vents.
Pizza Hut, 580 North Main Street in Vidor: 98. Storage shelves needed to be cleaned of old food. Water was coming up from floor tiles near sink mop. The outside storage building needed to be cleaned and organized.
Market Basket Deli, 2005 Texas Avenue in Bridge City: 98. Fryers needed to be cleaned of old grease. Floors needed to be cleaned of old foods. Floor drains needed to be cleaned more often of old food and dirt.
CVS Pharmacy, 290 Strickland Drive in Orange: 97. The reach-in freezer had ice build-up along the door and on products. Needed to be repaired. The inside reach-in cooler under the milk and eggs needed to be cleaned.
Best Western Plus, 165 East Courtland Street in Vidor: 97. Paper towels were needed at the hand-washing station. Several gnats were on bananas.
Holiday Inn Express, 20691 Interstate 10 West in Vidor: 96. Cooked eggs were not at proper temperatures. Gnats were found throughout.
Dollar General, 1390 North Main Street in Vidor: 96. The hot water faucet was missing inside the employee restroom. Inspector found “lots of spider webs” along the walls and ceilings inside the store. Ceiling tiles were damaged or missing. Back storage area needed to be cleaned and organized.
Carl’s Jr., 288 Strickland Drive in Pinehurst: 95. Walk-in freezer had ice build-up on storage shelves, walls and motor. Gnats were in the back storage area. Employee drink was sitting on a storage shelf without a lid and straw. Floors and equipment throughout restaurant needed to be cleaned of old foods. Standing water was under the drink station with live electrical wires.
Market Basket, 2005 Texas Avenue in Bridge City: 95. Inspector pulled several expired foods from shelves. Floors inside the walk-in cooler needed to be cleaned of old foods. Damaged ceiling tiles were throughout the store. Back storage room needed to be cleaned and organized.
Donut Hole, 1613 16th Street in Orange: 94. Sausage and eggs were not at proper temperatures. Store did not have a record of time for holding kolaches out at room temperatures.
Mi Casa Mexican Grill, 110 Strickland Drive in Orange: 93. White cheese was not at proper temperatures. Restaurant was cooling cooked beans on top of the counter instead of in an ice bath. Dates were needed on products inside the reach-in coolers.
The Fajita Factory, 2198 Texas Avenue in Bridge City: 92. Ice scoop was laying inside the ice machine and needed to be stored inside a container or with the handle up inside the machine. Products needed dates inside the coolers and freezers. The hand-washing station did not have soap or towels. Management corrected immediately. Employee drinks were improperly stored without a lid and a straw.
Sonic Drive In, 3103 North 16th Street in Orange: 89. Slime was inside the ice machine. Store was not sanitizing dishes–employee was found only rinsing off old foods on dishes. Hand sink was dripping water. Lots of flies were throughout the store. Employee drinks and phone charges were not properly stored. All foods needed to be covered inside the coolers and freezers. Area around the fryers needed to be cleaned of old grease. Floors, walls, and ceilings throughout the store needed to be cleaned of old foods. Floor grout was missing. Inspector said the score does not reflect the condition of the store and he will make follow-up visits.
Exxon Food Mart, 7120 Interstate 10 West in McLewis: 85. Fajita beef and Spanish rice were not at proper temperatures. Mold was on all drink dispensers. Ice scoop was laying on top of the ice machine. Chemicals were stored on food storage shelves. Dates were needed on products. Kitchen did not have a hand-washing sink (sink was in storage room). Back storage room needed to be cleaned of broken or unused equipment. Store had sign saying not to throw toilet tissue inside the toilet and to use the trash cans next to the toilet. Inspector ordered sign to be removed. Follow-up visits will be made.
Church’s Chicken, 7409 Interstate 10 East in Orange: 85. Inspector found old, brown lettuce. Storage shelves were rusted where clean dishes were stored. Dates needed on products. Front reach-in cooler was holding water. Employee drink was sitting on top of a cutting board. Food was stored on the floor in the walk-in freezer. Outside dumpster needed to be cleaned of old trash. Vent-a-Hood area, area around fryers and floors throughout needed to be cleaned of old foods. Inspector required the cleaning immediately. Store was missing ceiling tiles and floor grout. Inspector said score does not reflect the condition of the store and he is requiring follow-up visits.

Orange Police Reports

A woman driving on the Interstate 10 access road Sunday night ended upside down in a ditch after she tried to avoid hitting a bag of trash. Lieutenant Eric Ellison said the ditch had several inches of water in it because of the recent rains. However the woman said she was not injured.
Lieutenant Ellison reported 28-year-old Julia Christen Bradley of Orange was traveling eastbound in the 8400 block of South Lutcher Drive near Mimosa Street. She saw the bag of trash and swerved to the right to avoid hitting it. She lost control and went too far. The Hyundai Elantro sedan rolled over into the ditch and landed on the roof.

An 81-year-old bicyclist riding on a sidewalk was hit by a pickup truck at a 16th Street business about noon Friday. Orange police report the man had minor injuries and was taken to Baptist Hospital Orange Emergency Room by Acadian Ambulance. Patrol Officer B.P. Latiolais said the collision was on private property so the 57-year-old man driving the Dodge Ram pickup truck was not given a ticket. He reported Leroy Hardin was riding a bicycle southbound on the sidewalk in the 3100 block of 16th Street when he was hit by the truck, which was waiting to turn onto the roadway.

Thursday morning, a pickup truck ran off the roadway on MacArthur Drive and hit a utility pole. Orange police report the driver was not hurt. Patrol Officer I. Henry reported the Chevrolet C1500 pickup was traveling eastbound on MacArthur Drive when the truck left the roadway. The driver, 57-year-old David Kevin Adams of Port Arthur, was given a ticket for failure to maintain a single lane.

Orange police Sunday were involved in a high-speed chase of a stolen vehicle from Port Neches. Detective Captain Robert Enmon said Port Neches police chased the car through Beaumont, where police there started chasing it. The vehicle went onto Interstate 10 and into Orange County. Orange Police Department picked up the pursuit at Martin Luther King Jr. Drive and continued eastbound into Louisiana at the Sulphur exit. Sulphur police stopped the car.

Heavy Rains Causing Water Problems in Orangefield

Orangefield Water Supply Corporation customers having problems with sewer systems working during heavy rainfalls need to check their own equipment, said General Manager Joe Morton.

On Thursday, the corporation issued a statement saying “Due to heavy rains today, some sewer service could be interrupted. Please limit sewer use if flushing becomes a problem.”

The statement advised people not to try to flush toilets when the water was not going down the sewer lines. Continuing to try to flush would make the toilets overflow.

Morton said the corporation’s sewer system operates by the vacuum method. The waste water from a house is sucked into the main system. Cities like Orange and Bridge City have gravity flow systems with lift stations installed throughout the cities.

The vacuum system has to have a vent pipe outside in the yard. Morton calls it a “candy cane pipe” because it sticks out of the ground about two feet and bends over at the top. He said the bend is to prevent outside rain water from going into the sewer system.

However, customers sometimes break off the candy cane pipes in their yards by mowing over it, running over it or other ways. Morgan said customers, not the water corporation, are responsible for repairing the candy cane pipes at their houses. “It’s not our property and it’s not our equipment,” he said.

The pipes cost about $100 to $150 to repair, he said.

The corporation has sent letters to sewer customers explaining the possible problems with rain and flood water getting into the systems if the equipment is broken.

In the Thursday statement, the corporation advised people having trouble flushing toilets to run a small amount of water in a bathtub. When the sewer line was able to handle the toilet flush, the standing water in the bathtub would start draining.

Morgan said employees at the corporation are on standby 24 hours a day, seven days a week. They will come and check for customers. If a problem is with the corporation’s equipment or on the right-of-way, the corporation workers will fix the situation. The corporation has some “pods” in ditches that are part of sewer system. Saturday afternoon, some of the pods became covered in water, he said.

If the problem is with the customer’s equipment, they are responsible for the repairs.

Accident Kills Jasper Man

On Wednesday,  June 8, at approximately 8:30 a.m., Orange County DPS troopers responded to the scene of a two vehicle crash on SH 62 at the intersection of North Ridge Drive. The preliminary crash investigation indicates a 2005 International truck was stopped and facing north on SH 62 waiting to turn left onto North Ridge Drive when it was struck from behind by a 2014 Dodge van. The driver of the International truck was identified as Walter Lee Bean, 49, from Orange. A passenger riding with Bean was transported to a Beaumont hospital for precautionary measures. The driver of the Dodge van was identified as Eddie Urbina, 29, from Jasper. Urbina was pronounced deceased at the scene by Orange County Justice of the Peace Derry Dunn. This crash remains under investigation.

Walker Sentenced To 42 Years

A jury Wednesday in the 163rd State District Court spent about 30 minutes to decide a woman involved in the December 2014 shootout at a house on Ridgemont Drive was guilty of engaging in organized criminal activity.
The jury then met again to assess a punishment of 42 years in prison for 37-year-old Kenyatta Walker of Orange. She was one of the residents living in the house at 3733 Ridgemont Drive.
A group of four men in a four-door pickup truck drove up to the house about 9 p.m. on Friday, December 12, 2014. Three got out with weapons including military-style assault weapons.
They broke into the house through a barred front door. The people inside, including Walker, were armed and fired back. A 35-year-old man from Houston, who had been with the group invading the house, died in the front yard from gunshot wounds. Police at the time reported the victim had a prison record and was covered in gang tattoos.
Walker lived in the house with her now 23-year-old daughter. A man inside the house was also seriously injured in the shootout.
Orange police reported finding prescription pills, liquid PCP, a seven-pound bale of marijuana and numerous baggies of marijuana inside the house.
The trial was conducted before State Judge Dennis Powell with Assistant District Attorney Krispen Walker prosecuting.

Putting Properties Back On Tax Roll

Orange County is trying to get some properties back on the tax rolls. The county held a sale of over 30 properties last month that were taken possession of for delinquent taxes. Tax Assessor-Collector Lynda Gunstream is working to facilitate the process of getting these trust properties back to paying taxes.
She is trying to make it possible to have a quicker turnaround for trust properties with a resolution to different tax entities in the county. The resolution would allow properties when sold to only need the Commissioners Court to approve the bid for a sale. Gunstream points out many of these trust properties sit vacant with vandals and thieves damaging the property with no taxes being paid on them.
Gunstream is meeting with city councils, school boards, and other taxing entities in an effort to get approval for the resolution which will eliminate some of the red tape in getting the properties back on the tax rolls. Currently, Gunstream needs to meet with each tax entity to approve a trust property sale bid in their jurisdiction. The resolution she is recommending will eliminate some of the time involved since many entities only meet once a month.
The City of Bridge City was the latest entity to approve the resolution bringing to six those that have approved it. When all the tax entities have approved the resolution Gunstream can process the sale, get the deed to the purchaser, and put the property back on the tax roll in a much quicker manner than is currently done.

Mott Appointed To BC Seat

The newest member of the City Council in Bridge City was sworn in Tuesday evening. Kevin Mott was appointed last month to fill the Place 1 seat on the council which became vacant when David Rutledge was elected mayor of Bridge City. Mott returns to a familiar seat on the City Council. Previously term limits forced Mott not to seek reelection as the Place 1 Alderman after nine years on the City Council. He said, “It just feels good to be back.”
Kirk Roccaforte received a plaque as a tribute for his years of service as mayor. Roccaforte currently serves on the council in Place 2 and as Mayor Pro Temp. Outgoing council members Mike Reed and Danny Cole received their plaques at their last council meeting in May.
Tammi Fisette and Terri Gauthier volunteered and were approved by the council to serve on the City Collective Bargaining Committee to handle contract negotiations with the Bridge City Police Association. Eric Andrus will serve as an alternate on the committee. Other committee members are City Manager Jerry Jones, Police Chief Paul Davis, City Attorney Paul Fukuda, and Mayor David Rutledge.

May Building Permits In Orange

The Orange Depot restoration was the most expensive project that received a building permit in the city of Orange during May.

The non-profit group Friends of the Orange Depot received a building permit for $437,000 worth of work. The contractor is Jack Elliott of Orange.

The city issued a total of six commercial permits worth a total of $625,000. Some of the permits were to repair flood damage to businesses along the Interstate 10 access road. The area was under water during the March flood.

The flood damage permits went to Petroleum Wholesale, 333 Lutcher Drive, for $100,000 in repairs, and The Horseman Store, 519 Lutcher Drive, for $50,000.

When Orange City Hall moves to the First Financial Bank building on 16th Street, the building will have a new chiller. The bank got a $58,900 new chiller from Honeywell during May. The Orange City Council earlier this year voted to buy the bank building to serve as city hall, though the move has not been scheduled.

A total of three commercial mechanical permits were issued for a total of $66,591, with the bank the largest.

One permit was issued for a new residence. A $177,815 house is being building at 902 Cypresswood off Highway 87 South by Itex.

Nine residences are getting remodeling or repairs worth a total of $166,591. The biggest project is a $91,000 remodeling for a house on Chasse Bend.

Only one demolition permit was issued, but it was a big one. The old Little Cypress Junior High was demolished as a new school has been constructed.

Other permits included a new residential swimming pool valued at $63,300 on Fernwood Drive.

Wreck Sends One To Hospital

Bridge City Police say one man was sent to the hospital Thursday after he lost control of his vehicle on FM 1442 in BC.  Witnesses say he veered over on the shoulder of the road and struck a guardrail, causing his vehicle to flip.  John Sheldon Brown, 49, of Orange was taken to the hospital by air ambulance with unknown injuries.

Hot Rods Coming Thru Town

Watch out for colorful traffic in Orange and Bridge City Sunday morning. Hundreds of custom hot rods will be traveling though as part of Hot Rod Magazine’s Power Tour, an annual event for car enthusiasts

The tour begins in Baton Rouge and will end in Kansas City on June 17. The participants will be driving their vintage cars and trucks from Gonzales, Louisiana, to Baytown on Sunday.

Chuck Ivey, who lived in Bridge City for several years before moving back to his home state of Alabama, will be driving a bright orange 1970 Ford Ranchero. He’s driving with friends and family. His father will be in a 1936 Ford and his uncle in a 1957 Ford Fairlane. Their friends will be driving a 1966 Chevrolet Malibu and a 1964 Ford pickup.

He said he thought about driving an older car, but it didn’t have air conditioning, a comfort for traveling in June. His father’s 1936 Ford has an air conditioner, he added.

Hot Rod Magazine has been sponsoring the tour for more than 20 years in different parts of the country. Ivey said he did part of the tour in 2014, but he had to leave for work. This time, he’s going on the whole trip.

“It’s just something I’ve always wanted to do,” he said.

The schedule has the parade of hot rods leaving Gonzales at 8 a.m. Sunday, rain or shine. They should arrive in Orange within two to three hours after leaving. Ivey said he understands the tour will leave Interstate at Highway 62 and then travel south on the highway to Highway 87. From Bridge City, the tour will go through Port Arthur and take Highway 73 back to Interstate 10 in Winnie.

Ivey said he has some friends in Bridge City who will set up at the Wal-Mart parking lot. He and his family will stop to visit with them.

Ivey helped build the Cheniere Energy LNG plant in Sabine Pass. He plans to take his father and uncle to the plant to show them. Then they’ll join up with the Power Tour in Baytown at the Royal Purple Raceway.

From Baytown, the tour will go to Austin, Grand Prairie, Oklahoma City, Valley Center in Kansas, and end in Kansas City. Ivey said his group will have to drive back to Alabama for a trip of 4,600 miles.

Accident Slows Westbound Traffic

At approximately 2:45p.m. Saturday, the Texas Department of Public Safety received a report of a one vehicle crash on Interstate 10 near Adams Bayou in Orange County. A 2003 Freightliner truck tractor semi-trailer towing an oversized load was traveling westbound on Interstate 10.  The coupling device on the vehicle snapped causing the trailer to become dislodged.  The piece of equipment (Dredger) that was on the trailer fell off the trailer and rolled down the grass embankment.  The piece of equipment came to rest on the westbound service road. The driver of the Freightliner, 49-year-old John Adams of Alabama, was not injured in the crash. Adams was issued a traffic citation for defective equipment.

Woman Arrested For Assault With Scissors

Orange police arrested a woman Saturday afternoon for aggravated assault after a man was stabbed with a pair of scissors at a house in the 1000 block of Fourth Street. The man did not have life-threatening injuries.

Patrol Officer L.A. Lovelace reported he went to the house about 4:50 p.m. Saturday and saw a man “bleeding excessively from his right arm.” The man also had a wound in his right side of his chest. The victim, who lived at the house, said the woman who lived at the house stabbed him with scissors.

Officer Lovelace said the woman had a bloody nose and told him the man had punched her in the face first. Jacqueline Denise Eaglin was arrested for felony aggravated assault with a deadly weapon. Willie Brown was taken by Acadian Ambulance to Baptist Hospital Orange Emergency Room.  The Orange County Sheriff’s Office reports Eaglin was released from jail Sunday on a $15,000 bond.

 

 

A resident on Willowglen Street in the Greenway Park neighborhood called Orange police early Friday morning because of gunshots fired at the house. Patrol Officer D.Y. Myers reported he went to the area at 3:15 a.m. and a man flagged him down to report that someone had shot at his house.

Monday, Detective Captain Robert Enmon said the electrical breaker box outside had been shot. The resident noticed when the electricity to the house went out and he walked outside to check the breaker. Captain Enmon said police are actively investigating based on the information received.

 

 

Friday afternoon, a .9mm handgun was reported stolen from a house in the Roselawn subdivision. Orange police went to the 400 block of Camellia Street about 3 p.m. A woman said she put the pistol in the garage of the house and discovered that it had been stolen.

Orange Council Meets At 9am

The Orange City Council on Tuesday will consider allowing Stan Floyd, owner of American Airboats on Lutcher Drive, to develop and alligator farm, RV park and tourist cabins in the future.

City Planning Director Kelvin Knauf in a memo said the city created a Mixed Use Zoning District for the properties north of Interstate 10 at Simmons Drive back in 1999. However, the city never set a development plan for the land.

Knauf said Floyd wants to put a billboard on his properties, but billboards are not specified in the zoning unless the city council adopts a plan.

Knauf said the plan could include the uses that Floyd would like to develop in the future.

Knauf said in the memo no public hearing is needed at the city council meeting on the zoning because a public hearing was held at the Planning and Zoning Commission meeting on May 31.

The council meets at 9 a.m. Tuesday in the council chambers next to the Orange Public Library.

Substandard Property In WO

Owners of five properties in West Orange have 30 days to get them up to code or the structures will be demolished. The West Orange City Council voted unanimously Monday to have them demolished if the property owners do not make significant improvements to the structures.
Alderman Dale Dardeau made the motion to give the owners 30 days, but he would prefer to start tearing down the properties immediately. Dardeau said, “These properties have been that way for years and years. Our business is to try to make the city more attractive and a lot of these properties really have become a hazard for anyone to be on there because they’re so dilapidated. I think the sooner the better.”
The properties that are subject to demolition are located at: 1003 Albany; 2019 Bonnie; 2007 Crabtree; 1015 Lansing; and 2431 Smith. The owners are allowed to appeal the condemnation of their properties, but none of them attended the public hearing held Monday as part of the City Council meeting.
The council also unanimously appointed Rex Peveto as the new City Attorney for West Orange. Peveto replaces longtime City Attorney the late Joe Alford. Peveto acknowledged the big shoes he has to fill to replace a great guy and a great attorney like Alford, but admitted he is honored to have been asked to fill the position and is looking forward to it. -Dan Perrine, KOGT-

No Barges In Bessie Heights

The Commissioners Court approved a resolution Tuesday opposing the disturbing of the Bessie Heights Marsh area of Orange County.  Barges have been using the marsh as a fleeting area which could have an environmental impact.  County Judge Brint Carlton said the resolution recognizes the environmental and economic impact of the Bessie Heights Marsh area in the county.  The resolution asks both state and federal officials to work to ensure that this type of situation does not happen again.

The Commissioners allowed Lisa Reeves of Management Information Systems on Tuesday to purchase two servers for use by the courthouse.  Each server will cost about $1500 while hosting computers and data from several departments in the county.

The 128th District Court received approval from the Court to purchase a Fujitsu Document Scanner.  The scanner will cost $858 and will be paid for through a line item transfer in the 128th District Court’s budget.

Patrick Beebe with the Mosquito Control Department was approved to make a line item transfer to pay for the special delivery of mosquito tests that are sent to Austin.  Beebe confirmed his department is keeping the mosquito population at bay currently despite the recent heavy rains.
