Phelan Calls For Election Of Appraisal Board.

State Representative Dade Phelan re-filed House Bill 495 from the 85th Regular Session, that would call for the election of a County’s Appraisal District Board of Directors. Currently, a District’s Board of Directors are selected by the local taxing entities and are not directly selected by the voters. While the board does not set values or appraisal methods, they do hire the chief appraiser, set the budget, and appoint the appraisal review board.   House Bill 154 would allow for one board of director to be elected from each of the four commissioner precincts of the county for which the appraisal district is established. In addition to the four elected members, the board of directors will include the county assessor-collector as the fifth board member. The board of directors, excluding the county assessor-collector, are elected at the general election for state and county officers and serve two-year terms beginning on January 1 of odd numbered years.
